Per Resolution No. 2006-43, The Board of Supervisors established an Animal Control Advisory Board to review complaints, seek out resources for assistance, research regulations and recommend action to the Board of Supervisors.

LSACAB works alongside with several animal rescues groups, organizations, facilities and government agencies to educate our residents about the welfare of all animals, assist our local government with animal complaints & concerns, and research the legalities surrounding animal welfare in our township.
  

From the Beginning
 
The LSACAB was created by the Lower Southampton Township Board of Supervisors to educate our local residents concerned about the welfare of all animals, domestics, exotics and wild, to assist our local government with animal related concerns and complaints, to research regulations, ordinances and statues, to educate the public and to become a resource of information to our residents in the area.
 
Per Resolution No. 2006-43, The Board of Supervisors established an Animal Control Advisory Board to review complaints, seek out resources for assistance, research regulations and recommend action to the Board of Supervisors.

Continuing Education

In an effort to continually better our level of knowledge of animal welfare and expand our network of resources, the LSACAB participates in educational courses.  LSACAB members are required to participate in one or more animal welfare organizations, non-profits or functions per year.

 

Bucks County SPCA - seminar in animal emergencies, proper animal handling, PA Dog Law, recognizing animal cruelty and neglect.

BCART - an local extension of the State Animal Response Team for Pennsylvania (PA SART).

Red Paw Emergency Relief Team - in conjunction with the American Red Cross SEPA Chapter. Red Paw provides 24/7 emergency transport, shelter and veterinary care for animals involved in residential fires and other incidents.

Wet Nose Rescue - several ACAB members volunteer for Wet Nose Rescue. Their goal is to help homeless and abandoned dogs and puppies find good and loving homes. Wet Nose Rescue participates in many pet fairs, bazaars, and galas throughout Pennsylvania and New Jersey.

Bingo's - several ACAB members volunteer for Bingo's Foundation.  Bingo's is a no-kill organization which offers a low cost spay/neuter clinic for feral cats in Bucks County.

Attended The Humane League "2011 Holiday Party for the Animals", speakers were Senator Roy Afflerbach, Nathan Runkle and Gene Baur. VIP dinner was held at Milah Restaurant and the holiday party was held at the Philadelphia Ethical Society Bldg located at Rittenhouse Square.  ACAB Chair Sara Comstock was accompanied by Rescue Ink Member Al Chernoff, Kitty Cottage Shelli DeFazio, and Rescue Ink Volunteer Dee Katz.

 

The LSACAB looks forward to taking advantage of additional education courses as they become available in order to better serve and educate the residents of Lower Southampton Township.

Sara Comstock, Chair

Sara has been a lifelong resident has served as Judge of Elections since 2006.  Sara is an animal welfarist, licensed by the Pa Game Commission, and associated with USDA. A member of the Zoological Association of America, Sara has volunteered at the Philadelphia Zoo and been employed at Norristown Elmwood Park Zoo, and has received certifications and awards. She is an active rescuer of wildlife and educator for animal welfare.  Sara serves on the Advisory Council for the Crossing Animal Sanctuary and on the Wildlife Council for the National Wildlife Humane Society. She served as the Regional Legislative Director for the Feline Conservation Federation covering 13 states. She is at present working with Pennsylvania State Legislators to help improve animal welfare through education and awareness.

Ethel (Kitty) Kesselman, Legislative Research  

Kitty has been a resident of Lower Southampton Township for the past 9 years, but has been an active  committeeperson for the past 40 years.  Kitty assists community residents with feral cat problems, provides foster care for cats in addition to volunteering for Bingos Foundation, Gypsy Kitties and demonstrates cat and dog food products at various locations.

Donna Durnin 
Donna has been a resident of Lower Southampton Township for 20 years and has been self -employed for 25 years. She was a successful dog breeder, has also showed several dogs in American Kennel Club competitions and is a member of several Dog Fancier Clubs. She has volunteered at various animal welfare events and has been involved with the feral cat projects in Lower Southampton Township. Her favorite breed of dog is St. Bernard's and Old English Mastiffs.

Ceil Dixon, Volunteer

Ceil served on the ACAB board for many years.  She was a great asset in the ACAB growth. She will remain as a volunteer and a friend to the board. She left the board to create and promote her Gypsy's Kitties. Ceil is the President of Gypsy's Kitties of Feasterville. Gypsy Kitties provides TNR information, consultation and local feral cat services in Feasterville.
 
Stacey Emery, Volunteer
Stacey had been a resident of Lower Southampton for 14 years, but recently moved back to Bensalem. She is a member of the American Red Cross of Lower Bucks County Emergency Services and participates in animal welfare for various organizations. The ACAB values her as a volunteer, and friend. Stacey maintains our Facebook page, please check us out on Facebook! 
Kate Liese, Webmaster, Volunteer
Kate's contributions are a great asset to the ACAB.  Her research, planning and creativity into pursuing a dog park for our residents has not gone unnoticed, and the ACAB will continue in the pursuit.  Kate's computer knowlege brought us our website, emails, and various publications.  The past ACAB Pet Fair have been a great success due to Kate's great organizational skills. She remains as a friend and volunteer for the ACAB.
 
Steve Leslie, Volunteer
Steve is a resident of Lower Southampton Township. Steve has been a great asset to the ACAB. He has volunteered for several projects, and most recently for the annual pet fair.  He is a joy to work with!  He has rehomed many rescued dogs and puppies.  Steve and his wife, Kim are the owners of the non-profit Wet Nose Rescue.

Dena Gilles 

While Dena has left the LSACAB to pursue other animal related interests, her work organizing our first annual Lower Southampton Pet Fair in April 2009 was invaluable in ensuring the pet fair was a tremendous success. She went on to become a board member of the Bucks County Zoo.  We wish her well in her future endeavors!

Jen Kramer, VMD 

Dr. Kramer was one of the first board members (2006) and served as its Chair for several years.  She left the board to continue her dedication to her own practice at the  Animal Hospital of Richboro. She offers a TNR feral cat program supported by the Bucks County SPCA. The hospital finds homes for rescued cats and kittens and numerous animal rescue groups.
